Louisiana Coalition for Academic and Mentoring Programs for Success (LaCAMPS)

The Louisiana Coalition for Academic and Mentoring Programs for Success (LaCAMPS Center) will seek to establish Summer Learning Camps at all Louisiana Colleges and Universities, and Explorers Clubs in all middle and high schools in the state. Accomplishing this mission will require extensive collaboration among a large and diverse group of partners. Our vision is of an inclusive network of collaborative partners sharing resources, expertise, and a personal commitment to providing high quality summer and academic year programs designed to raise the academic and career aspirations of all Louisiana P-12 students (with an emphasis on low income, at-risk populations) while providing positive interventions and opportunities to ensure their success. LaCAMPS was established in 2005 with a vision for institutionalization that consisted of three distinct phases:

     Phase 1:Establish the LaCAMPS Center as the central operations center for LA GEAR UP SLCs (2005)

     Phase 2:Establish a collaborative network of universities, state agencies, and other organizations committed to creating additional SLC opportunities to increase capacity (2005-2006)

     Phase 3: Increase access to Explorers Clubs/Explorers Camps to all Louisiana middle and high schools. (2006 and beyond)

 

This vision was supported by the following project goals:

 

Goal 1: Establish the LaCAMPS Center

Center responsibilities include:

1> Conducting/promoting research and publications relating to the program outcomes, particularly the impact on student achievement and postsecondary success;

2> Creating a collaborative network of summer programs connected to the Explorers Club concept (by including Explorers Club components and organizing camps around connecting themes) sharing resources and expertise;

3> Promoting program support among stage agencies, colleges, and universities;

4> Promoting participation in camp/club program among Louisiana School systems;

5>Securing additional resources through grant solicitations and corporate sponsorships to increase capacity, and;

6> Providing the infrastructure and processes necessary to facilitate large-scale adoption of the program, including coordination of transportation, application processing, and Explorers Club operations.

Goal 2: Expand access to LaCAMPS initiatives to provide the capacity needed to support more of the students from existing LA GEAR UP schools and additional LA GEAR UP schools as more are added.

Goal 3: Increase the number of LA GEAR UP students served by working to ensure that all Louisiana Colleges and Universities establish a summer program aligned with LaCAMPS as a component of their strategic plan relating to recruiting and retention, and that, through a collaborative process, additional resources are identified and secured to ensure increased capacity.

While the journey to institutionalization is not yet complete, LaCAMPS has made progress. Specifically, the following accomplishments should be noted:

 

·              In 2005, a total of six Louisiana colleges and universities were involved in summer/academic year learning projects

·              Over 800 LA GEAR UP students attended high quality summer programming coordinated through LA CAMPS

·              University partners received training and support materials to ensure continuity among camps

·              University partners received logistical support (transportations, insurance, incentives, etc.) through LaCAMPS

·              The application process was streamlined to provide LA GEAR UP students a single application that was accepted for all camps.

 

Although these successes are significant and necessary to accomplish the vision of institutionalization, there remains much work to be done. LaCAMPS must still work to identify and secure additional funding sources to support these programs. As LA GEAR UP funds are depleted, creative ways of funding summer programs will need to be found. In addition, the Explorers Clubs and the Guidance counseling projects need to be continued. To that end, a greater emphasis on research and publications must be made to demonstrate the impact of these projects on student achievement and postsecondary aspirations.
