THE ADMINISTRATION

Administrative officers of the University exist primarily to execute the broad administrative and educational policies determined by the Board of Supervisors and Board of Regents. The overall goal is to utilize public funds to provide the highest quality education possible for all students and to facilitate the educational and scholarly work of the faculty.

For administrative purposes, the University is divided into seven interrelated divisions, each headed by a senior administrator who reports directly to the President. The organizational chart, Policy 1107, indicates the areas reporting to each senior administrator and the hierarchy in the chain of command. All members of the administration hold office at the pleasure of the Board of Supervisors for the University of Louisiana System.

The President

The President is the chief executive officer of the University and exercises complete authority therein, subject to direction and control of the governing boards. The office of the President is the focal point for plans, policies, and operational decisions crucial to institutional progress toward achieving the mission of the University.

Provost

The Provost, as the chief academic officer of the University, provides leadership and coordination in matters relating to instruction and research, including matters of curriculum and the recruitment and development of a strong faculty.

Associate Vice President for Administration and Facilities

The Associate Vice President for Administration and Facilities, as the chief administrative and facilities officer, provides leadership and coordination in the areas of Physical Plant, Environmental Health and Safety, Telecommunication Services, Technical Services, and Purchasing.

Associate Vice President for Finance and Comptroller

The Associate Vice President for Finance and Comptroller, as the chief financial officer, provides leadership and coordination in the areas of Budget, Human Resources, Property, Comptroller, Fiscal Operations, Tech Express Office, Post Office, and Printing Services.

Chief Research and Innovation Officer

In the role of the Chief Research and Innovation Officer, the Chief provides leadership for the overall operation and development of research activities by promoting and facilitating basic research, sponsored programs, interdisciplinary research, and activities of University research centers.

Executive Vice President and Vice President for Student Advancement

The Executive Vice President and Vice President for Student Advancement, as the chief administrative officer of the University in matters dealing with student life, provides leadership and coordination in matters involving student activities, facilities, and services.

Vice President for University Advancement

The Vice President for University Advancement, as chief administrative officer of the University in matters dealing with alumni and development, provides leadership and coordination of activities related to the University and promotion and communication of University activities which relate to and serve both the University and its alumni.

Dean of the Graduate School

The Dean of the Graduate School provides oversight for Graduate School programs, admissions and related issues.

Academic Colleges

The five academic Colleges are:

  • College of Business
  • College of Engineering and Science
  • College of Applied and Natural Sciences
  • College of Liberal Arts
  • College of Education and Human Sciences

The chief administrative officer of each College is its Dean. The basic administrative unit of each College is the academic Department or Division. The chief administrative officer of each Department or Division is the Unit Head, Division Head, or Coordinator.

Job descriptions for all unclassified, non-faculty positions are on file in the Office of Human Resources.

FACULTY

The nature of the academic entity is such that the faculty properly shares in responsibilities involving formulation of the University’s policies. The faculty has a major responsibility in making and carrying out decisions affecting the educational and scholarly life of the University. Faculty members have a responsibility to contribute to the governance of the University through participation on committees, councils, or other advisory groups at the Department, College, or University level.

The Administrative and Planning Council serves as the comprehensive review, assessment, and planning council for the University. The Council is Chaired by the President, and the voting membership includes administrators representing all areas of the University, the Chair of the University Senate representing the University faculty, and the Student Government Association President representing the students. The Chair of the University Senate is encouraged to bring concerns and recommendations of the faculty before this forum for consideration.

Two University-wide committees have the responsibility to initiate or review proposals establishing or revising instructional policies and programs at the undergraduate and graduate levels.

The Instructional Policies Committee considers aspects of College life in the areas of courses, curricula, and instruction in undergraduate studies. The Committee further serves as an instrument of control to avoid course duplication and proliferation. Proposals for consideration normally should originate with the faculty of a Department. Proposals should be thoroughly discussed and approved at the Departmental level prior to submission for College-level consideration and then submission to the Instructional Policies Committee. The Committee is an examining and recommending body and makes its recommendations to the Provost who will review these recommendations with the Council of Academic Deans, of which he/she is Chairman, and this group will make its recommendations to the President. IPC membership consists of two representatives from each of the Colleges (one elected by College faculty, one appointed by the Dean), one representative from the library, one representative from the Tech Barksdale Instructional Site and two student members. The University registrar is an ex officio member without voting privileges. The Committee elects a Chair from the membership. Instructional Policies Committee Policies and Procedures are included in Policy 2301.

The Graduate Council is responsible for reviewing and recommending proposals for graduate courses and curricula and may initiate or consider recommendations concerning instructional policies of the Graduate School. Recommendations of the Council are subject to the approval of the Council of Academic Deans, the Provost, and the President of the University. The Graduate Directors of each College or each Dean’s designee serves on the Council. The Director of Barksdale and the Executive Director of Prescott Memorial Library, or their designees, serve on the Council. The Registrar or designee serves on the Council. The President of the Student Government Association shall appoint a graduate student representative to serve a one-year term. The Graduate Faculty of each College shall elect one representative to membership on the Council. Terms of the elected members shall be for two years and shall begin September of even years. The Director of the Graduate School serves as Chair of the Graduate Council.

STUDENTS

Louisiana Tech University is committed to providing a quality educational experience for students both within and outside the classroom. A high degree of interaction among students, faculty, and the University community is desired. Students provide an important voice in University decision making. In addition to the campus involvement and input through the Student Government Association, the large number of University committees having student members is an indicator of the importance of the students’ role in decision making. Some of the committees having student members are as follows: Administrative and Planning Council, Administrative Review Board, Athletics Council, Behavioral Standards Committee, College/Department Curriculum Committees, Fee Committee, Graduate Council, Instructional Policies Committee, Library Advisory Committee, Parking and Traffic Committee, Radiation Committee, Research Council, Student Organizations Committee, Student Technology Fee Board, University Multicultural Committee, University Student Health Council, and University Tour Committee.
